Asian Ombudsman Institutions - a comparative study This book provides a comprehensive representation of the legal bases of Ombudsman and similar public institutions in Asia, analysing them in a comparative manner and thereby revealing their organisational and functional diversity. The Ombudsman concept has been distinctly received in Asia, due to diverse systems of government and prior legal traditions, contributing to the particular development of such institutions. The study is the result of a research project conducted by the University of Vienna under the auspices of the editors and commissioned by the International Ombudsman Institute. The book starts with a comparative legal analysis, followed by eighteen uniformly structured reports on institutions in various Asian States and regional entities. The final section contains statistics and data illustrating the previous sections. All content is based upon the applicable legal bases, responses of institutions to questionnaires and information derived from activity reports. Dieses Buch untersucht die Rechtsgrundlagen von Ombudsmann-Institutionen und vergleichbaren öffentlichen Institutionen in Asien. Es erläutert diese umfassend, analysiert sie rechtsvergleichend und verdeutlicht so ihre organisatorische und funktionelle Diversität. Das Konzept des Ombudsmanns, in Europa aus skandinavischen Vorbildern entwickelt, fand in Asien im 20. Jahrhundert eine eigene Rezeption und traf auf wesentlich ältere Rechtstraditionen. Verschiedenartige Staatsformen und Verfassungen haben zu einer spezifischen Entwicklung des Institutionentyps auf dem asiatischen Kontinent beigetragen. Die vorliegende Analyse entstand aus einem Forschungsprojekt der Universität Wien, das im Auftrag des International Ombudsman Institute und unter Leitung der Herausgeberinnen besorgt wurde. Das Buch beginnt mit einem rechtsvergleichenden Teil, gefolgt von achtzehn gleichartig aufgebauten Berichten zu Institutionen in verschiedenen asiatischen Staaten und Regionen. Der letzte Teil stellt Daten aus den vorherigen Teilen in Statistiken und Diagrammen dar. Alle Darstellungen basieren auf den einschlägigen rechtlichen Regelungen, den Antworten auf Fragebögen, die im Rahmen des Projekts an die Institutionen verschickt wurden, sowie auf Informationen aus Tätigkeitsberichten.
