Nations, with and without Arctic Ocean borders, are jockeying for the opportunity to take advantage of the thawing resource treasure-trove. As nations secure their stakes, the region is in danger of becoming the next wild west gold rush. The Arctic border nations must immediately create a strong government to establish law and order. The seed of the ideal Arctic administration is the Arctic Council. Founded in 1996 by the eight Arctic nations--Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden, and the US--the Arctic Council has successfully managed Arctic research, search and rescue, indigenous population inclusion and environmental protection. To prevent conflict, the Arctic nations must expand the Arctic Council to manage the full spectrum of developmental and security concerns including fisheries regulation, shipping oversight, and law enforcement coordination.
