Die Entwicklung dieser Disziplinen war sowohl durch wachsende Eigenständigkeit als auch durch bildungspolitische Abhängigkeit gekennzeichnet, was zwangsläufig zu zahlreichen Widersprüchen führte. Im Rahmen dieser widersprüchlichen Entwicklung im Spannungsfeld von Politik, Ideologie und Wissenschaft erfolgte die Herausbildung einer tätigkeitsorientierten Persönlichkeits- und Entwicklungstheorie der heranwachsenden Persönlichkeit, die die Grundlagen einer eigenständigen Pädagogischen Psychologie bildete.
